Expressions of Interest:
External Members of CIB’s ICT, Digital and Data Committee
The Board of the Citizens Information Board is seeking expressions of interest from suitably qualified candidates to become external members of CIB’s ICT, Digital and Data Committee.
The duration of the membership of the Committee will be three years. There is no remuneration associated with this role.
The Committee meets approximately four times per year, with all meetings currently taking place online.
The Committee’s responsibilities are set out in the terms of reference and are as follows:
a. The ICT, Digital and Data Committee shall assist the Board in its oversight of ICT services by:
- Reviewing the implementation of ICT, Digital and Data strategies.
- Evaluating strategic options with associated risks and impacts.
- Monitoring the organisation’s operating environment for changes that may affect ICT, Digital and Data strategies.
- Advising on matters related to reputation and stakeholder management.
- Advising on staffing and resourcing matters in relation to ICT, Digital and Data strategies.
- Consulting stakeholders in relation to strategic direction.
- Commissioning or drafting statements of strategy; and
- Identifying relevant performance indicators to measure the success of strategic actions and projects.
b. The ICT, Digital and Data Committee shall assist the Board in its oversight of digital developments by:
- Providing guidance and recommendations in the development of new and innovative content and information channels;
- Monitoring eGovernment initiatives in the public service;
- Monitoring the development and implementation of ICT, Digital and Data strategies to support the delivery and administration of services.
- Monitoring cybersecurity and ICT resilience measures, documentation and standards to gain assurance that CIB’s ICT network and resources are secure; and
- Reviewing and monitoring ICT governance arrangements and making recommendations for additions or improvements.
c. The ICT, Digital and Data Committee shall assist the Board in its oversight of data and research in CIB by providing oversight of:
- Reports on the impact of CIB service activity on outcomes for the citizen;
- The development of new data initiatives and the publication of datasets as part of CIB’s Open Data commitments;
- Reports, submissions, proposals and policy implications identified, as appropriate;
- The furnishing of advice, information and assistance to the Minister as requested in relation to the development of any aspect of social services; and
- CIB’s compliance with the Regulation of Lobbying Act 2015.
d. The Committee will also:
- Track the progress of relevant actions under CIB’s Strategic Plan;
- engage with CIB’s internal auditors and review internal audit reports relevant to the work of the Committee; and
- monitor CIB risks associated with ICT, cybersecurity, digital content and digital developments and data and research.
The ideal candidate will have the following experience, personal characteristics and educational background:
Essential requirements
- Strong understanding of AI concepts, data analytics and process automation.
- Ability to evaluate the strategic implications of technical advancements AI to enhance CIB performance and accessibility.
- Awareness of current technological trends, including the use of AI for opportunities, and threats, insights into how other departments/industry sectors are engaging with AI to assist in the operational delivery of services.
- Familiarity with ethical AI principles such as transparency, fairness, bias mitigation, and accountability.
- Ability to assess whether AI initiatives align with organisational values and regulatory obligations.
- Strong understanding of operational delivery across multiple channels to a range of clients in multiple regions.
- Understanding of using multiple media channels to prompt optimisation.
Desirable skills and experience
- Ability to challenge and support ICT leadership on technology investment decisions and strategic thinking.
- Direct experience working with AI systems or digital innovation projects.
- Direct experience working with a range of technical solutions across multiple clients across a wide area network.
- Direct experience working with data analytics to promote proactive operational efficiencies.
- Direct experience developing AI systems in line with GDPR and data security guidelines.

Process
Candidates must forward a copy of their curriculum vitae and a cover letter setting out their interest in the role to the Secretary to the Board, Caroline Mitchell: caroline.mitchell@ciboard.ie
The closing date for receipt of expressions of interest is Friday, 6th February 2026 at 1pm. Late or incomplete applications will not be considered.
Any potential or perceived conflicts of interest in relation to the role as an external member of the ICT, Digital and Data Committee must be declared in the cover letter.
The Chair of the ICT, Digital and Data Committee will review the expressions of interest received by the closing date and propose up to three individuals to the Board for appointment.
CIB will contact all candidates with the results of the process. Expressions of interest from candidates who are not put forward for consideration by the Board will be retained for a period of one year and then destroyed.
Successful candidates
Successful candidates will be asked to complete an annual declaration of interests in line with CIB’s Code of Practice. Successful candidates will also receive an induction on the operation of CIB and will be supported with access to papers and information on CIB’s online Board papers system.
