Citizens Information Board submits it Pre-Budget 2027 submission

The Citizens Information Board (CIB) submitted its Pre-Budget Submission 2027 to the Minister for Social Protection and the Minister for Finance on 24 July 2025. The submission drew on data and feedback from CIB-funded services.

During 2025, CIB-funded services helped hundreds of thousands of people across Irish society to access their rights and entitlements. Almost 550,000 people sought assistance from Citizens Information Services, the Citizens Information Phone Service, the Money Advice and Budgeting Services (MABS) and the National Advocacy Service for people with disabilities (NAS). In addition, over 8.5 million users visited our citizensinformation.ie website, which covers topics such as employment rights and housing, access to healthcare and social welfare benefits.

This submission is based on the caller and query data that is collected in these frontline services every day. This data provides CIB with a unique source of evidence that offers a clear, rich and live picture of the issues people can face when trying to access public services. The submission highlights ongoing cost-of-living pressures for low-income households, the impact of rising energy and fuel costs, and the pressures for many people in trying to access affordable and secure housing.
